The process for these certifications, implemented by The Maryland Department of Transportation's (MDOT) Office of Minority Business Enterprise (OMBE), is a meticulous process including an in-depth review of the business and site inspection. The certification process is designed to confirm the business meet many requirements, one being that the company is at least 51% owned, operated, and controlled by a woman or women.
